Halliday Mills Development
- Project Overview
The Halliday Mills Project involved the transformation of an ill-fated derelict site into a modern, vibrant apartment complex of 85 BER A3 rated one, two, and three-bedroom apartments, delivered for social housing. Located on Quay Street in Dundalk Town Centre, this development was embraced by the community as it revitalised a long-neglected area, injecting new life into the heart of Dundalk.
The project addressed multiple requirements to ensure the development met modern standards while delivering much-needed housing:
- The original 73 units in the complex were stripped back to a bare shell and core arrangement and underwent a complete refurbishment, including upgrading all fire safety provisions in compliance with Part B regulations.
- Material alterations were undertaken for several apartments within the original 73 units, enhancing their quality and functionality.
- An additional 12 units were constructed using lightweight construction on the roof of the existing property, adding two extra floors to the building and expanding its capacity.
The redevelopment included a significant facelift of the property, featuring the reconstruction of external facades to give the building a fresh and appealing aesthetic in keeping with the surrounding urban landscape.
- OCF’s Role in the Project
OCF Project & Commercial Management played a pivotal role in overseeing the comprehensive redevelopment of Halliday Mills. We provided essential services, including Quantity Surveying, Project Management, Architectural Design, and acted as Assigned Certifier and Design Certifier, alongside serving as lead consultant for the project. Our contribution ensured the successful refurbishment and expansion of this complex to provide safe, modern, and energy-efficient social housing.
- OCF ensured meticulous cost management and financial planning throughout the Halliday Mills redevelopment. This involved overseeing development budget planning, cost estimation, and managing the procurement process to guarantee that financial objectives were met without compromising on quality. Our team provided detailed bills of quantities and conducted tender management to ensure cost-effective execution of works, while continually monitoring cash flow and mitigating financial risks to keep the project within budget.
- As Project Managers, OCF coordinated the entire development, ensuring smooth progress from start to completion. We managed project scheduling, resource allocation, and oversaw collaboration with subcontractors, including structural and M&E consultants. We conducted regular site inspections, tracked progress, and managed quality assurance to ensure the project was delivered on time and adhered to the highest standards of safety, compliance, and quality.
- OCF also played a crucial role in the Architectural Design, ensuring the apartments met contemporary standards for both functionality and aesthetics. We took on responsibilities as the Assigned Certifier and Design Certifier, verifying that all works complied with statutory regulations. Acting as the lead consultant, we coordinated with structural and M&E consultants to ensure that the refurbishment and new construction components were seamlessly integrated, providing a cohesive and high-quality result.
